Increasing the inclusiveness of policy making as well as the capacity of institutions to incorporate gender considerations into budgets, policies and programs e.g. looking at how different policy choices affect both men and women can be seen as utopia at the moment, but this is the direction we have to take answering to questions like: What does it take to develop more inclusive policy-making and budgeting processes? What are the main barriers to and opportunities for engaging a wide range of stakeholders in policy discussions? What tools do institutions have? What data and evidence are needed?
